Statutory Duty

Landlords or their agents have a statutory duty to:

Ensure that all fittings and flues are maintained in a safe condition. All gas installations and appliances have to be serviced regularly and a record kept of the service. Have a safety check carried out on all gas appliances and flues annually or within 12 months before the start of a new tenancy. Check gas installations and appliances immediately before the start of any new tenancy, even if the gas safety certificate is still current. Have all installation, maintenance and safety checks carried out by a Gas Safe™ registered engineer only. Keep a record of each safety check for 2 years - the Gas Safe™ installer will issue this. Give a copy of the Gas Safe™ installer's safety check report to each current tenant within 28 days of the safety check, or to new tenants before occupation. The statutory regulations are: Gas Safety (Installation and Use) Regulations 1998. These regulations are enforced by the Health and Safety Executive.

In 1996 the government made law that all landlords who rent part, or all of a property, must have all gas appliances and pipe work checked every 12 months and a certificate to prove it. These must be kept for 2 years.

Landlord Gas Safety Inspection

At Elite Heating Services our Gas Safe™ registered gas engineer will check the following during a Landlord gas safety inspection:

  • Check appliance for gas tightness.
  • Check standing and working pressure if test points available.
  • Check burner pressure / gas rate against manufacturers data plate.
  • Check for satisfactory provision of all necessary ventilation.
  • Test flue flow to ensure removal of products of combustion.
  • Check satisfactory operation of all the flame failure devices.
  • Check for physical stability, presence and effectiveness of stability brackets (where appropriate).
  • Investigate any evidence of unsafe operation and report to a responsible person. An appliance can not be deemed as having been checked, until the above has been completed.
  • For a Landlords Safety Record inspection a tightness test of the full system should be added to the above

Gas Safe Register replaces CORGI

From 1 April 2009, Gas Safe RegisterTM replaces the CORGI registration scheme in Great Britain.

New research revealed that alarmingly, over half of Great Britain’s population said they took it on trust that their engineer was properly registered and never checked that they were. A trust which if broken can make the difference between life and death.

With 14 people dying from carbon monoxide (CO) poisoning last year due to badly installed, repaired and maintained gas appliances, keeping the public safe is this register’s top priority.

Be safe, use a registered engineer and always check the card.
